Progress report

We submitted the Development Consent Order (DCO) to the Planning Inspectorate on 30 January 2020. The application form and accompanying documents, plans and maps, including the Environmental Statement are available to view on the Planning Inspectorate’s National Infrastructure Planning website.

The application was accepted by the Planning Inspectorate on 28 February. The ‘Relevant Representations’ period will be from 9 March 2020 until 20 April 2020. This is the period during which you can register as an Interested Party to take part in the Examination and provide a representation in support or opposition to the application. The Planning Inspectorate has issued detailed advice about how to register as an interested party and making a relevant representation in Advice Note 8.2. You should make representations using the form available on the Planning Inspectorate’s web page. Representations must be received by no later than 20 April 2020.

As you may know, a DCO is a special type of planning application which is needed for a Nationally Significant Infrastructure Project (NSIP). The DCO would authorise the creation of this strategic link between M54 junction 1 and M6 junction 11.

What's next?

The Planning Inspectorate (acting on behalf of the Secretary of State) will examine the application in public hearings and then make a recommendation to the Secretary of State for Transport, who will decide on whether or not the scheme will go ahead. The planning inspectorate has six months to carry out the Examination.

Before the examination starts, there is a pre-examination period that lasts for approximately three months. We have contacted statutory consultees, relevant local authorities and anyone with an interest in the affected land. This is to notify them of their opportunity to register to take part in the examination of the project and to invite them to make representations on the DCO application. During this pre-examination period, the Planning Inspectorate will also issue letters setting out the Examination timetable to all interested parties, statutory consultees and other persons identified by the Inspectorate and will hold a preliminary meeting that all parties can register attend to discuss how the application will be examined.

There is a public register of applications received on the Planning Inspectorate web page. There is a specific page for each DCO application where the public can access and read applications and accompanying documents, including reports of pre-application consultations.

If your property may be affected by one of our schemes

Sometimes the development of one of our road improvement schemes creates an impact on the properties of people living along or close to the route of the scheme. There are a number of examples where this may be the case – for instance, the sale value of a property may be adversely affected by the change in the environment around it. This could be because of additional noise from a new road, or a significant change in view from the property.

We have produced a series of documents that explain your rights in circumstances such as these, and set out examples in which you may be entitled to compensation. Please choose from the list of publications below to find out more:

Why we need this scheme

There's no direct motorway link from the M54 to the M6 north. This means high volumes of both long distance and local traffic use the local roads to travel this route. The government identified the need for this scheme in its 2014 Road Investment Strategy.

The current direct link from the M54 to the M6 is the A460, which passes through the villages of Featherstone and Shareshill. The A460 suffers significant congestion and high accident rates due to large traffic volumes, journey times are almost doubled during peak hours, and there are air quality issues in the villages and along the route.

An alternative route is the A449/A5. However, this is also congested and has a number of junctions along its length.

Aims

Improving the link between the M54 and the M6 will:

  • relieve traffic congestion on the A460, A449, and A5, providing more reliable journey times
  • enhance facilities for local residents, pedestrians, cyclists, and equestrians
  • support local economic growth for Telford, Shrewsbury, Wolverhampton, Cannock and Tamworth by improving traffic flow and enhanced east-west and north-south routes
  • keep the right traffic on the right roads by separating local traffic from long-distance and business traffic
