Progress report

We submitted the Development Consent Order (DCO) to the Planning Inspectorate on 30 January 2020, the application was accepted by the Planning Inspectorate on 28 February. The application form and accompanying documents, plans and maps, including the Environmental Statement are available to view on the Planning Inspectorate’s National Infrastructure Planning website.

Due to coronavirus (COVID-19), our DCO application documents are no longer available to view at deposit points. The documents are available to view online or we can send a USB stick containing these documents to you free of charge.

What's next?

The Planning Inspectorate (acting on behalf of the Secretary of State) will examine the application in public hearings and then make a recommendation to the Secretary of State for Transport, who will decide on whether or not the scheme will go ahead. The planning inspectorate has six months to carry out the Examination.

Before the examination starts, there is a pre-examination period that lasts for approximately three months. We have contacted statutory consultees, relevant local authorities and anyone with an interest in the affected land. This is to notify them of their opportunity to register to take part in the examination of the project and to invite them to make representations on the DCO application. During this pre-examination period, the Planning Inspectorate will also issue letters setting out the Examination timetable to all interested parties, statutory consultees and other persons identified by the Inspectorate and will hold a preliminary meeting that all parties can register attend to discuss how the application will be examined.

Sometimes the development of one of our road improvement schemes creates an impact on the properties of people living along or close to the route of the scheme. There are a number of examples where this may be the case – for instance, the sale value of a property may be adversely affected by the change in the environment around it. Why we need this scheme

There's no direct motorway link from the M54 to the M6 north. This means high volumes of both long distance and local traffic use the local roads to travel this route. The government identified the need for this scheme in its 2014 Road Investment Strategy.

The current direct link from the M54 to the M6 is the A460, which passes through the villages of Featherstone and Shareshill. The A460 suffers significant congestion and high accident rates due to large traffic volumes, journey times are almost doubled during peak hours, and there are air quality issues in the villages and along the route.

An alternative route is the A449/A5. However, this is also congested and has a number of junctions along its length.

Aims

Improving the link between the M54 and the M6 will:

  • relieve traffic congestion on the A460, A449, and A5, providing more reliable journey times
  • enhance facilities for local residents, pedestrians, cyclists, and equestrians
  • support local economic growth for Telford, Shrewsbury, Wolverhampton, Cannock and Tamworth by improving traffic flow and enhanced east-west and north-south routes
  • keep the right traffic on the right roads by separating local traffic from long-distance and business traffic
