Progress report

We have developed the scheme using feedback from the first consultation we held from November 2016 to January 2017.

We proposed three options for improving junction 28:

  • Option 5B – single lane loop road, with widening of the existing M25 bridge over junction 28
  • Option 5C – single lane loop road, with widening of a short section of the M25
  • Option 5F – two lane loop road, with widening of a short section of the M25, and reconfiguration of the A12

All three options diverted traffic away from the roundabout, with a new dedicated loop road between the M25 and the A12, but each option required a different approach to achieve this.

Results from our public consultation:

  • over 90% of respondents agreed there was a need for improvement overall
  • 49% supported Option 5F, over Options 5B (17%) and 5C (12%)
  • when asked about key concerns relating to the junction improvements most were around congestion (96%), limited capacity (80%), road safety (82%) and construction (76%)

Following an in-depth analysis of the work done to date and your feedback from our first consultation, we announced in August 2017 that we would proceed with Option 5F. Please read our leaflet to find out more information.

What's next?

A second consultation was initially planned to take place in early 2018 to provide you and all stakeholders a second opportunity to give your views on the development of the scheme. However, we decided to postpone this consultation to allow further development work on the design taking into account all the key considerations. This process is nearly complete and we anticipate the dates of the 6 week consultation will be provided before August 2018, as well as details on how to get involved.

Why we need this scheme

We have identified a number of issues at the junction which are impacting on the local and regional economies and their ability to achieve their full potential. These include:
  • congestion and delay disrupting journeys on our road network and local roads
  • actual and significant perceived safety concerns connected to driver movements on the roundabout
  • resilience to incidents is poor, resulting in significant disruption and unreliable journey times
  • poor air quality
We reviewed this junction in our London Orbital and M23 to Gatwick Route Strategy Evidence Report, and this scheme was included in the March 2015 Road Investment Strategy. In response to this we developed our Delivery Plan which outlines the next steps for taking the scheme forward.

Our research shows that if we don’t improve junction 28 by 2037, we can expect:

  • increased congestion and lengthy queues, at least 5 times worse than at present
  • a 25% reduction in average speeds through the junction (excluding mainline M25 and A12)
  • widespread disruption following incidents
  • constraints on future development and growth opportunities
  • local air quality issues to deteriorate

Aims

We’ve established a number of scheme objectives to address the challenges:

  • increase capacity and reduce congestion and delays by providing an improved link from M25 to A12
  • reduce the incident rate and resulting disruption by increasing the capacity of the roundabout
  • improve the safety on the roundabout by reducing traffic levels and redesigning the existing layout
  • cater for future traffic demands to enable development and economic growth
  • minimise the impact on local air quality and noise by smoothing the traffic flow
  • protect access for non-motorised users (pedestrians and cyclists) and improve conditions wherever possible/li>
