Progress report

Following the consultation we held earlier this year, we’ve been undertaking further assessments on the route options taken to public consultation.

Our assessment work has identified the need for some additional technical work, which we need to do before we can select a preferred route. Part of the assessment work is reviewing how we can deliver a scheme that best meets the objectives set for the scheme while balancing cost and consultation feedback.

The extra time needed for this additional work means that we’re now aiming to make our Preferred Route Announcement for the A358 Taunton to Southfields Dualling Scheme in spring 2019, rather than autumn 2018.

What's next?

Over the next few months we’ll conduct our technical assessments and analyse the results before selecting our preferred route. Once we've selected our preferred route, we’ll publish a leaflet to mark the announcement which will detail how we arrived at our decision and outline what happens next. We’ll also publish the Consultation Report and Scheme Assessment Report at the same time, which will set out all the factors we’ve considered in making the decision, along with some supporting technical information.

Community news

We recently held our first Community Liaison Forum where we invited representatives from affected community groups to come and meet with the project team. The forum has been set up to continue engagement with the community outside of our formal consultation periods. The forum will help us to share timely and relevant information with the community and listen to any views you may have. Why we need this scheme

The A303/A358 corridor is a vital connection between the south west, London and the south east. While much of the route is a dual carriageway, there are still over 35 miles of single carriageway. These sections act as congestion bottlenecks, particularly in the summer months and at weekends, causing delays to road users travelling between the M3 motorway and the south west and an increased risk of accidents.

The A358 itself comprises a mix of dual and single lane carriageway, This section also has poor junction alignment and visibility and changes in road type when compared against a high quality dual carriageway and expected of a key strategic route.

Ensuring that improvements are made to the A358 between Taunton and Southfields, to help traffic to flow more freely to and from the South West, is a priority. Without improvements that reduce congestion and journey times it will be difficult for the south west’s regional economy to expand and its communities to prosper.


The aims of the scheme include the following:

  • capacity – reduce delays and queues that occur during peak hours and at seasonal times of the year
  • safety – improve safety along the route corridor and along the A358 Taunton to Southfields route for pedestrians, cyclists and other non-motorised users
  • environment – avoid unacceptable impacts on the surrounding natural and historic environment and landscape and explore opportunities for enhancement
  • local communities – reduce community severance and promote opportunities for improving their quality of life
  • connectivity – improve the connectivity of the south west to the rest of the UK and improve business and growth prospects
  • resilience – improve journey time reliability and resilience, and provide extra capacity to make it easier to manage traffic when incidents occur
  • supporting economic growth – facilitate growth in jobs and housing by providing a free-flowing and reliable connection between the south east and the south west

The scheme in detail

The scheme involves the section of the A358 from the M5 at Taunton to the A303 at Southfields Roundabout, a distance of 9 miles (14 kilometres).

To help process the feedback generated by the consultations, the scheme has been divided into 2 sections:

  • Section 1 – a new motorway junction with the M5 and new dual carriageway link from the M5 to the existing A358, bypassing Henlade
  • Section 2 – upgrading the A358 from single carriageway to dual carriageway standard along the line of the existing A358 from south east of Henlade to Southfields Roundabout
