Progress report

On 27 June 2019, we announced a modified Pink option as our preferred route for the A358 Taunton to Southfields Dualling scheme. To improve the affordability of the scheme we used the previously published Pink option as a basis to develop a modified option, as this had performed the best across our previous assessments.

Thank you to everyone who shared their comments with us during consultation. We’ve taken your suggestions and feedback into account in the selection of the preferred route. Where appropriate, we’ve logged some comments, particularly those related to specific scheme design details, and these will feed into the ongoing development of the scheme.

What's next?

Now our preferred route has been announced we’ll begin to refine the scheme design ahead of a further consultation. To help us develop the design we’ll undertake further surveys looking at the local area in greater detail. The announcement of our preferred route will also allow land required for the construction of the scheme to be protected from development.

You’ll have another opportunity to share your views on our proposals before we submit our planning application, which is known as a Development Consent Order.

Community news

Earlier this year we held our first Community Liaison Forum where we invited representatives from affected community groups to come and meet with the project team. The forum was set up to continue engagement with the community outside of our formal consultation periods. The forum will help us to share timely and relevant information with the community and listen to any views you may have.

We’re currently planning the next Community Liaison Forum meeting and we’ll contact your community representatives once details are finalised. We’ll make sure we give them enough notice to collate views from their areas to bring to the meeting.

Why we need this scheme

The A358 Taunton to Southfields Dualling scheme is a proposal to upgrade the A358 to a high quality dual carriageway between Southfields Roundabout on the A303 and the M5 at Taunton. It’s one of three schemes identified in the Government’s first Road Investment Strategy (RIS1) as a priority for improving connections between the south-east and the south-west.

Currently most of the road is a single lane and has many local roads and private accesses joining directly with it. It’s regularly congested and is frustrating for people travelling to school and work. Many drivers/road users try to avoid the traffic by diverting onto smaller local roads which increases the level of traffic in surrounding villages.

We’ve consulted twice on our options for upgrading the road – once in 2017, and again in 2018. We’ve carefully considered all feedback from both rounds of consultation which has been considered alongside out technical assessments to select our preferred route.

Our proposal aims to address the traffic issues and long delays currently experienced along the route and the negative impact this has on the south-west economy.

Aims

The aims of the scheme include the following:

  • capacity – reduce delays and queues that occur during peak hours and at seasonal times of the year
  • safety – improve safety along the route corridor and along the A358 Taunton to Southfields route for pedestrians, cyclists and other non-motorised users
  • environment – avoid unacceptable impacts on the surrounding natural and historic environment and landscape and explore opportunities for enhancement
  • local communities – reduce community severance and promote opportunities for improving their quality of life
  • connectivity – improve the connectivity of the south west to the rest of the UK and improve business and growth prospects
  • resilience – improve journey time reliability and resilience, and provide extra capacity to make it easier to manage traffic when incidents occur
  • supporting economic growth – facilitate growth in jobs and housing by providing a free-flowing and reliable connection between the south east and the south west

The scheme in detail

The scheme involves the section of the A358 from the M5 at Taunton to the A303 at Southfields Roundabout, a distance of 9 miles (14 kilometres).

To help process the feedback generated by the consultations, the scheme has been divided into 2 sections:

  • Section 1 – a new motorway junction with the M5 and new dual carriageway link from the M5 to the existing A358, bypassing Henlade
  • Section 2 – upgrading the A358 from single carriageway to dual carriageway standard along the line of the existing A358 from south east of Henlade to Southfields Roundabout
