    Consultation Report Publication

    Thank you to everyone who shared their views on our proposals to improve the A27 between Worthing and Lancing. Our project team have reviewed all the feedback and compiled a report summarising the responses and details of how the consultation took place.

    Currently, there is no solution that commands broad support, and it is only right that we take more time to reflect on this. We are therefore reviewing the project options with the support of the Department for Transport and will provide further updates in due course.

    Our consultation has closed

    The consultation on our options for the A27 Worthing and Lancing improvements has closed.

    Project development update

    Since publishing our larger-scale options report in June, we’ve continued working on shorter term plans to both increase capacity and improve safety and journey times on the A27 between Worthing and Lancing.

    This has included working with specialist groups, including key statutory bodies and stakeholders, to help shape our options.

    We’re now in the final stages of developing these and plan to hold a consultation on them early next year. We’ll continue to update this page with further information about the scheme, along with more details on how you can get involved.

    History of Larger-Scale Options report

    We have completed a review of the previous scheme proposals. The review report, published below, summarises all the historic work carried out on larger-scale improvement options on the A27 at Worthing and Lancing, including previously considered options for tunnels, bypasses and flyovers. The report includes a history of scheme development, decisions made, and the key factors involved in considering the case for larger-scale options.

    During our review, we engaged with Transport for the South East (TfSE), who are now consulting on their draft Strategic Investment Plan; a blueprint for future investment in strategic transport infrastructure across the South East for the next thirty years. This Strategic Investment Plan (SIP) – an ambitious but achievable multi-modal investment plan that will be the blueprint for future transport investment across the South East. More information about TfSE’s consultation can be found on the TfSE's website. Their consultation closes on 12 September.

    As part of the government’s Road Investment Strategy 2 (RIS2): 2020 to 2025, we are continuing to develop our shorter term plans to increase capacity and improve journey times for this stretch of the A27. We plan to consult on these proposals this Autumn.

    Finalising options for the scheme

    We’ve continued to work closely with key stakeholders to consider a package of potential improvements to meet the objectives in the government’s Road Investment Strategy 2 (RIS2): 2020 to 2025. These will improve the capacity and flow of traffic between Worthing and Lancing.

    We’ve started identifying options that would improve the A27 in the Worthing and Lancing areas. We plan to consult on these options in Autumn 2022.

    A summary of previous potential improvements that haven’t been taken forward will be published later this year.

    Identifying options for the scheme

    We have been working closely with key stakeholders to identify a package of potential improvements to meet the revised objectives in the government’s Road Investment Strategy 2 (RIS2): 2020 to 2025, to improve the capacity and flow of traffic on the A27 from Worthing to Lancing.

    In the coming months, we aim to identify options for the A27 Worthing and Lancing improvements scheme, before holding a public consultation in spring/summer 2022.

     By the end of 2021, we plan to publish a document which summarises all historic work on various larger-scale improvement options, including a tunnel, bypass and grade-separated junctions.

    The A27 Worthing and Lancing improvements scheme was reviewed in 2019. It was re-announced with revised objectives as part of the government’s Road Investment Strategy 2 (RIS2): 2020 to 2025 in March 2020.

Project information

Overview

The A27 is the only east to west trunk road south of the M25, linking key coastal communities between Portsmouth and Eastbourne and with the rest of the regional strategic road network (SRN). It serves a population of over 750,000 people and a large number of businesses in the major towns and cities along the route, including Worthing and Lancing.

This stretch of the A27 between Worthing and Lancing suffers from traffic congestion which causes delays to journey times, road accidents and pollution.

There is a significant amount of development planned in the area in the future and, without improvements, traffic congestion, road accidents and pollution are likely to increase.

Our proposed improvements could begin in 2025 and be completed by 2027.

Our scheme objectives are:

  • Improve road safety for everyone on the A27 and local road network in the Worthing and Lancing areas
  • Reduce delays and improve reliability
  • Create facilities for other travel modes such as walking and cycling alongside and crossing the A27
  • Make sure potential future improvements to transport in the Worthing and Lancing area can still happen
  • Wherever possible, seek to enhance the local environment and biodiversity
