We are currently in the process of developing the design of the scheme and we are undertaking surveys to identify existing highway issues to help inform us in completing this design.
The survey works started on the 11 June 2018 and will take around eight weeks to complete. The work will be completed overnight between 10pm and 5am, Monday to Thursday (inclusive). On Friday nights, work will take place between 11pm and 6am. Works throughout the day will take place between 8am and 5pm. To deliver the survey work safely, traffic overnight will be controlled using temporary traffic lights.
Please note, dates and times are subject to change. Please check the Roadworks section below for more details.
We will be holding a public information event in Hooley, where more information on the proposed scheme will be available. The event will be held over two days at Hooley Village Hall, St Margaret’s Road, Hooley Village, Coulsdon, Surrey, CR5 3RB.
|Friday 27 July 2018||8:30am to 12noon and 4pm to 7pm|
|Saturday 28 July 2018||9am to 11:30am|
Comments received during this event will be considered while preparing the final design and determine the next steps. If a scheme is taken forward, individual residents will be contacted if there are issues directly relating to their property.

Why we need this scheme
The A23 Brighton Road through Hooley is a strategic route between Brighton and London, and is a key route for motorists travelling to and from Gatwick Airport.
The proposed scheme will ease congestion, improve safety and provide better links for pedestrians and cyclists.
- reduce accident rates
- reduce congestion
- improve traffic flow
- improve provision for cyclists and pedestrians
The scheme in detail
Proposed improvements include:
- reduction in speed limit from 40mph to 30mph through residential area
- upgrade and synchronise the existing traffic signal timings through the crossroads of the A23 with Netherne Drive and Star Lane
- new shared footway/cycleway along the A23
- widen the A23 northbound to two lanes from Church Lane to Netherne Drive
- widen the A23 southbound to two lanes from Netherne Drive to the Esso garage
We are aware that Hooley is in an Air Quality Management Area and the scheme will ensure there is no detriment to air quality.
