Progress report

Since we announced our preferred route in June, we’ve been carrying out surveys to help inform the scheme design ahead of consultation. In September we held our second Community Liaison Forum and asked the members of the forum to give feedback on the route to help us develop the scheme design. We’ve grouped the feedback given under four headings:

  • local links and community severance
  • process, timeline and scope of works
  • rationale and impact of the route regarding housing development and economic growth with a focus on job creation
  • focus on the location and performance of proposed and existing junctions and access points

We’ve also been busy creating an animation to explain the process we go through when designing a road scheme such as the A358. We hope this will help you understand the level of detail you can expect to see at each stage.

The documents we provided in the Public Information Points are in the process of being collected. They will all be removed by the end of October. Somerset County Council have agreed to keep a hard copy for reference. All the documents are available online on the consultation page.

What's next?

We’ll carry on with our surveys that will help inform our future scheme design. We’d like to thank everyone who has been affected by our surveys for their patience and understanding, it’s really appreciated.

We’re also carrying out a procurement exercise to appoint a new designer to take the scheme forward through the statutory phase and into construction. It’s anticipated we’ll finish this exercise in early 2020. We’ll hold the next Community Liaison Forum once the new designer is on board.

Why we need this scheme

The A358 Taunton to Southfields Dualling scheme is a proposal to upgrade the A358 to a high quality dual carriageway between Southfields Roundabout on the A303 and the M5 at Taunton. It’s one of three schemes identified in the Government’s first Road Investment Strategy (RIS1) as a priority for improving connections between the south-east and the south-west.

Currently most of the road is a single lane and has many local roads and private accesses joining directly with it. It’s regularly congested and is frustrating for people travelling to school and work. Many drivers/road users try to avoid the traffic by diverting onto smaller local roads which increases the level of traffic in surrounding villages.

We’ve consulted twice on our options for upgrading the road – once in 2017, and again in 2018. We’ve carefully considered all feedback from both rounds of consultation which has been considered alongside out technical assessments to select our preferred route.

Our proposal aims to address the traffic issues and long delays currently experienced along the route and the negative impact this has on the south-west economy.

Aims

The aims of the scheme include the following:

  • capacity – reduce delays and queues that occur during peak hours and at seasonal times of the year
  • safety – improve safety along the route corridor and along the A358 Taunton to Southfields route for pedestrians, cyclists and other non-motorised users
  • environment – avoid unacceptable impacts on the surrounding natural and historic environment and landscape and explore opportunities for enhancement
  • local communities – reduce community severance and promote opportunities for improving their quality of life
  • connectivity – improve the connectivity of the south west to the rest of the UK and improve business and growth prospects
  • resilience – improve journey time reliability and resilience, and provide extra capacity to make it easier to manage traffic when incidents occur
  • supporting economic growth – facilitate growth in jobs and housing by providing a free-flowing and reliable connection between the south east and the south west
